Senior CCP Intelligence Official Just Bought a Building 650 Feet From the White House

On July 21, 2026, a century-old nine-story building on 15th Street in Washington, D.C. — known as the Securities Building — sold for $8.4 million. The buyer was a foundation named after Philip Qiu, a former detective with the Shanghai Public Security Bureau's Criminal Investigation Team.

The building sits 650 feet northeast of the White House grounds.

Qiu — whose Chinese name is Qiu Feili — isn't just some retired cop with a real estate hobby. He served on the executive committee of the Shanghai branch of the All-China Federation of Returned Overseas Chinese, a United Front organization the Chinese Communist Party uses to influence diaspora communities and gather intelligence abroad. He's also listed as the honorary chairman of the Hong Kong Immigration Department Staff Association. And for good measure, his background includes special forces training and a sniper record of 42 shots with one-third of opposing forces killed.

So we're not talking about a retired bureaucrat buying a vacation condo. We're talking about a man with deep, documented ties to China's intelligence and influence apparatus planting a flag practically within shouting distance of the Oval Office.

The purchasing entity is the Philip Qiu and Family Foundation. In 2021, Qiu offered this assessment of his government "The CCP is like a kind, but firm parent."

Kind but firm. The same government running concentration camps in Xinjiang, crushing dissent in Hong Kong, and building artificial islands to project military power across the South China Sea. Kind but firm.

Bryan Dean Wright, a former CIA operations officer who hosts The Wright Report podcast, didn't mince words about what this purchase means operationally. "This property allows access for big splashy intel ops as well as for more classic ops — like a listening post," Wright said.

That's a career intelligence professional telling you a known CCP-linked figure just acquired prime real estate for espionage operations in the heart of the American capital. A nine-story building with direct line of sight to the most sensitive address in the Western world.

Wright went further. "This kind of property is where the next 9/11 will come from."

Now, some will argue that a private real estate transaction is just that — private. A foundation buying commercial property in D.C. happens every day. But most foundations buying office buildings downtown aren't run by men who received sniper training, served on CCP intelligence-linked organizations, and publicly praise the Communist Party as a benevolent parent.

For years, we've watched China buy farmland near military bases, fund university research programs that feed technology back to Beijing, and operate undisclosed police stations in American cities. Each individual purchase looks like a business transaction. Together, they look like a map.

And this one isn't in rural Nebraska next to an Air Force base. It's 650 feet from where the President of the United States sleeps.

The sale went through without any apparent intervention from CFIUS — the Committee on Foreign Investment in the United States — or any other federal body tasked with screening foreign acquisitions that pose national security risks. Whether that's because the foundation structure obscured the buyer's background or because nobody bothered to look is a question worth asking.

The building is called the Securities Building. It probably should have been.
